RAISING PUBLIC AWARENESS
Raising public awareness within the Geospatial Infrastructure and Valuation EnhancementProject (GIVE) aims to ensure that citizens, institutions, and other stakeholders are timely and clearly informed about project activities and their benefits. This is achieved through public information campaigns, research, questionnaires, complaint channels, and other.
1. Public Information Campaign
The public campaign to raise public awareness on the Project's activities is focused on ensuring transparency, accessibility of information, and active engagement of all stakeholders. It is carried out throughout the duration of the project, in accordance with the implementation dynamics and individual project components, using various communication channels, including the FGA website, traditional media, promotional materials, and direct communication.
Support for the establishment of spatial data infrastructure (SDI FBiH) includes activities that promote increased accessibility and usability of geospatial data, and planned information campaigns are aimed at strengthening the understanding of benefits of the SDI establishing. These campaigns will focus on raising awareness of the importance of accessible and interoperable spatial information and on including institutions and users in the processes of standardization and data exchange.
With the development of the building registry, the Project enables the modernization of spatial management by consolidating and systematizing data on physical characteristics of buildings, their condition, location, and purpose, and planned information activities will enable citizens and institutions to understand the importance of a unified building register, its role in spatial planning and the use of public resources.
As a part of the real estate valuation activities, campaigns are planned to bring the purpose and benefits of mass valuation closer to citizens and institutions, with a special emphasis on fairness and transparency. Informative activities will contribute to a better understanding of the methodology and the benefits that the mass valuation brings to property owners, local communities, and public administration.
Also, as part of the capacity building, the GIVE Project predicts a series of research activities to be conducted throughout all phases of the project.
Through the awareness-raising campaign and the promotion of the benefits of establishing spatial data infrastructure (SDI), the significance of accessible and interoperable spatial information will be presented to the public and institutions, with the goal of increasing awareness of their practical application and long-term benefits. In addition, through research and questionnaires on the awareness and knowledge of SDI, the project will gather feedback, monitor public understanding, and adapt communication activities to the real needs of different target groups. In this way, campaigns and research become an integral part of the wider process of capacity building and the improvement of cooperation between institutions and citizens.
The Geospatial Infrastructure and Valuation EnhancementProject (GIVE) continues to implement activities aimed at the harmonization of cadastral and land registry data. Through local public information campaigns, the importance of these activities will be brought closer to citizens, and clear information will be provided on the procedures for the replacement and/or establishment of land registry based on the new survey data. The goal of the campaign is to guide citizens toward the competent institutions where they can inform about activities related to the harmonization of cadastral and land registry data, and to encourage them to register their property rights.
By combining informative campaigns, promotional materials, community consultations, and two-way communication channels, the Project aims to enable timely and understandable information to different target groups, including vulnerable populations.
The campaigns are conducted through multiple channels, including:
a) Informing via media, radio and TV stations, and web portals
The public information campaign is carried out at two levels:
The general public information campaign includes wider promotion of the Project’s goals, activities, and benefits and it is implemented through the animated video clips about the Project’s activities on TV channels such as FTV, BHT, RTRS, NOVA BIH, and OBN; the radio jingles/clips on stations such as BH RADIO 1, RADIO FEDERATION OF BiH, Radio RS, RSG, RDV, and Radio Herceg Bosnia; and through the publication of banners on web portals including nezavisne.com, bljesak.info, tuzlanski.ba, and krajina.ba.
At the local level, the campaigns are focused on specific activities within communities –related to the harmonization of cadastral and land registry data, the establishment of spatial data infrastructure, mass valuation, or the development of the building registry. These activities are communicated through radio jingles and announcements on local web portals.
b) Informing through promotional materials, posters, and leaflets
Posters about the Project and leaflets are placed in high-traffic locations such as the municipal building, municipal court, social welfare center, health center, citizen associations, and other municipal institutions visited by the public. The distribution of posters and leaflets is carried out by representatives of local communities, under the supervision of municipal support staff.
In addition to the above methods, direct communication is also conducted with representatives of citizen associations identified as potentially vulnerable groups.

2. Mapping of Vulnerable Groups and Social Monitoring
A special emphasis will be placed on inclusion and equality to ensure that the Project benefits and the awareness-raising campaign reach all segments of the population, including gender equality, social and vulnerable groups, and minorities. The mapping of vulnerabilities and social monitoring will focus on harmonization between cadastral and land registry data, as well as mass valuation activities.
Activities aimed at mapping potentially vulnerable groups will be implemented continuously at the territory of local self-government units, with the goal of identifying individuals who may face difficulties in accessing the data harmonization process, as well as mass valuation activities. The aim is to determine what each category may need - information, land administration services, facilitated access, documentation, or other.
Social monitoring will be carried out in parallel with harmonization activities, with the aim of tracking the participation of potentially vulnerable groups in the harmonization processes, in parallel with mass valuation activities, to ensure that both harmonization and mass valuation include the identified vulnerable groups. Social monitoring involves tracking and evaluating the participation of vulnerable groups in data harmonization and mass valuation activities.
3. Social and Environmental Aspects of the Project
The Geospatial Infrastructure and Valuation Enhancement Project (GIVE) is implemented in accordance with the Environmental and Social Commitment Plan (PODO), which defines the measures and procedures for responsible and sustainable management of all activities. In this way, the project ensures consistent application of international standards, including the four key environmental and social standards relevant to the Project.
Special attention is given to managing environmental and social risks in order to prevent negative impacts on communities and the environment. At the same time, project activities are implemented in accordance with high working condition standards, which include respect for labor rights, safe working conditions, and equal opportunities for all. The Project also promotes efficient resource use and responsible waste management, aiming to contribute to reducing environmental impacts.
Transparency and openness to the public are ensured through active stakeholder engagement, regular publication of information, and awareness campaigns.
Gender Equality – Building on the successful process developed within a previous project, the GIVE project continues efforts to improve women's property rights through further investments, particularly in activities related to harmonizing cadastral and land registry data. Women are encouraged to register their property rights, contributing to the reduction of existing gender disparities in property management. Property ownership is one of the key elements of a person’s economic independence and opens up numerous opportunities for individual and community advancement.
4. Grievance Redress Mechanism (GRM)
Within the framework of the Geospatial Infrastructure and Valuation Enhancement (GIVE) Project, a Grievance Redress Mechanism (GRM) has been established. The purpose of the GRM is to enable citizens, employees, users, and partners to promptly, confidentially, and effectively express complaints, comments, or suggestions related to the Project implementation.

5. Open Door Day
As part of the planned activities of the Project, an annual Open Door Day will be organized, during which citizens will have the opportunity to visit the Federal Administration for Geodetic and Real Property Affairs in person and share their opinions about the services and activities of the Project. Information about the date and time will be published in a timely manner on the FGA website (www.fgu.com.ba).
