As part of the Swedish donor project DELEF "Digital improvement of land management for the EU future of Bosnia and Herzegovina", representatives of the Federal Administration for Geodetic and Real Property Affairs – Working Group for Mass Real Estate Valuation – took part in a workshop held in Sarajevo from 8 to 10 September 2026. The workshop was organized with the aim of strengthening professional capacities and transferring knowledge in the field of mass real estate valuation, with a particular focus on the development of valuation models.
The workshop was led by Mr. Martin Smodiš, an expert from the Geodetic Administration of the Republic of Slovenia (GURS), and Mr. Simon Ek, an expert from the Swedish Geodetic Administration (Lantmäteriet), both with many years of experience in the field of mass real estate valuation. The workshop was conceived through a series of presentations, analytical sessions and discussions, which enabled an intensive exchange of knowledge and practical experiences.
The introductory part presented an overview of the progress and results of the working group for mass real estate valuation, achieved in the period between the two workshops. The focus then turned to the analysis of the real estate market through a review of market data – sales data, new construction, construction costs, rents and advertised prices – and the data model for the real estate register, as key prerequisites for building a reliable valuation model.
The central part of the workshop was dedicated to the development of valuation models for various types of real estate – apartments, houses, building, agricultural and forest land, and offices. Particular attention was given to the time adjustment of prices, the definition of value zones and model specification, as well as to standards for analytics and modelling aligned with international practices, with examples from Sweden and Slovenia.
At the end of the workshop, further steps in the development of valuation models were agreed, continuing the implementation of the planned activities within the DELEF project and contributing to the building of a modern mass real estate valuation system in the Federation of Bosnia and Herzegovina, based on international practices and modern technological solutions.
