VISIT OF THE MINISTER OF CIVIL AFFAIRS

The Minister of Civil Affairs of Bosnia and Herzegovina, Dubravka Bošnjak, and the Chief of Staff, Davor Bošnjak, visited the Federal Administration for Geodetic and Real Property Affairs on July 15, 2025, and held a meeting with Director Željko Obradović. Director Obradović presented projects and activities that have been carried out across the Federation of Bosnia and Herzegovina within the land administration sector. He especially emphasized the successful cooperation between the entity geodetic administrations and the Ministry of Civil Affairs in implementing very important projects financed from EU funds.

It should be emphasized that the first digital orthophoto plans (DOF) have been produced, and a network of permanent GNSS reference stations has been established. The LIDAR surveying project of Bosnia and Herzegovina, financed from EU IPA II‑2019 funds, is currently underway, the project is scheduled for completion within by the end of 2025. The project's objective is to capture the territory of Bosnia and Herzegovina using aerial LiDAR technology and subsequently establish an e‑service platform for sharing these highly accurate spatial data with all interested stakeholders. This will significantly improve the quality and quantity of services provided by land administration institutions to governmental bodies, and public and private sector users. The Ministry of Civil Affairs of Bosnia and Herzegovina coordinates the implementation of the project in close cooperation with the main beneficiaries: the Federal Administration for Geodetic and Real Property Affairs, the Republic Authority for Geodetic and Real Property Affairs of Republic of Srpska, and the Department for the Public Register in the Brčko District of BiH.

Research into LiDAR technology has demonstrated that it is one of the most effective methods for collecting accurate three-dimensional information about the Earth's surface, providing high-density topographic and digital imagery data for different needs, including disaster management, engineering, infrastructure, environmental protection and aviation. Through the implementation of this project, Bosnia and Herzegovina will be surveyed using LiDAR, resulting in point clouds with resolutions of 5 points/m² in urban areas and 10 points/m² in rural regions. The total project budget is 2.500.000 EUR, which also covers support for the acquisition of equipment for primary beneficiaries. The implementation of these activities will create the necessary conditions for the establishment of the INSPIRE Directive as well.

They also discussed activities of the State Boundary Commission, aiming to resolve certain difficulties and enable the successful continuation of tasks related to marking the national border with neighboring countries.

At the end of the meeting, mutual satisfaction with the cooperation between the two institutions in implementing vital project activities in the land administration sector was highlighted.
