STUDY VISIT TO LAND ADMINISTRATION INSTITUTIONS IN SWEDEN

During period January 22-25, 2018 a study visit to the Swedish Land Administration Institutions was organized within the CILAP project - " Capacity building to improve land administration and procedures in Bosnia and Herzegovina” whose goal is capacity building and knowledge transfer, in order to increase the efficiency and reliability of the land administration process in Bosnia and Herzegovina.

The study visit was organized with the aim of visiting the Land Administration system in Sweden, with special emphasis on the cooperation of the Swedish mapping, cadastral and land registration authority and the Tax Administration in the creation of property valuation systems. The Kingdom of Sweden is an excellent example of mutual cooperation between all institutions and participants in land administration processes. The close co-operation between Sweden's Geodetic and Tax administrations is a good example in creating property valuation procedures that are the basis for a developed Real Estate Market.

During the study visit, the hosts thoroughly presented a variety of topics to the participants:

  • Overview of the Swedish Tax Agency,
  • Methods of estimating property taxes and property transaction taxes,
  • Responsibility for the tax assessment process Swedish Tax Agency vs. Lantmäteriet (the Swedish mapping, cadastral and land registration authority),
  • The role of efficient land administration in the development of the entire society in Sweden,
  • Lantmäteriet’s organization and how well organized institutions has an impact on the efficiency of services, services, and good cooperation with all other institutions,
  • Registry of prices and mass estimate - benefits for Sweden,
  • The importance of SRC for the Ministry of Finance and the Budget,
  • Cooperation between Lantmäteriet and Swedish Tax Authority in the realization of an efficient real estate appraisal system,
  • The role of Lantmäteriet in creating a valuation system for real estate.

The delegation of the institutions in Bosnia and Herzegovina that visited the institution of Sweden administrative administration consisted of Ms. Jelka Miličević, Minister of Finance of the Federation of Bosnia and Herzegovina, Mr. Zoran Tegeltija Minister of Finance of the Republic of Srpska, Mr. Željko Obradović, Director of Federal Administration for Geodetic and Real Property Affairs, Mr. Šerif Isović, Director of Tax Administration of the Federation of Bosnia and Herzegovina, Ms. Bosiljka Predragović, Director of Republic Administration for Geodetic and Property Legal Affairs of RS, Ms. Anđa Zimić, Director of the CILAP project, and CILAP Project Coordinators from both Entities, namely Mr. Denis Tabučić and Mr. Stojan Jungić.

The delegation was welcomed and supported by Ms. Vesna Ćužić, the Ambassador of Bosnia and Herzegovina in the Kingdom of Sweden during the study visit, who emphasized the importance of implementing the CILAP project activities.
