Seminar on „What FGA Is Currently Working On - Address Register and Draft Law on Survey and Real Estate Registration“

In line with the CILAP Project Annual Activity Plan, a seminar entitled „What FGA Is Currently Working On - Address Register and Draft Law on Survey and Real Estate Registration“ was held on 03 February 2015 in Tešanj. This seminar was attended by about 70 participants, led by the Mayor of the Municipality of Tešanj. The seminar was organized for the representatives of the local self-government units from the following five cantons: Sarajevo Canton, Bosnian-Podrinje Canton, Zenica-Doboj Canton, Tuzla Canton, and Posavina Canton.

The seminar was attended by Mr. Željko Obradović, FGA Director, and Mme Anđa Zimić, CILAP Project Director. They briefed the attendees on what the FGA is currently working on and the CILAP Project activities, focusing especially on the activities presented in the seminar. In the introductory part of the seminar, the attendees were also addressed by Mr. Suad Huskić, Mayor of the Municipality of Tešanj, who expressed his satisfaction with the cooperation with the FGA so far and his hope for successful continuation of the cooperation with the FGA and the CILAP Project on the implementation of the project for establishment of address register in the territory of the Municipality of Tešanj.

The activities that are implemented in the Herzegovina-Neretva Canton under the CILAP Project on the establishment of address register were presented by Mr. Ivan Lesko. The part of the presentation on the experiences related to the procedures to be implemented to establish an address register that have been gained so far was especially interesting to the participating representatives of the local self-government units. Mr. Zlatko Modrinić presented the address register establishment and maintenance software application that was developed under the CILAP Project. The FGA is ready to make this application available free of charge to all local self-government units that decide to embark on establishment of an address register.

The Draft Law on Survey and Real Estate Registration was presented by Mr. Ferid Durmišević. The presentation provided a brief overview of the contents of the law, which was followed by a more detailed explanation of the real estate register that is to be established under the Draft Law as a joint real estate cadastre and land register database. The technical and governance structure of the geodetic function defined by the Draft Law was also presented. The benefits of adoption of the Law for the local self-government units were highlighted at the end of the presentation.

The participating attendees of the seminar demonstrated great interest in the establishment of address register, asking questions on its implementation to that end. The presentation of the Draft Law on Survey and Real Estate Registration also spurred great interest. Absolute support was given to the Draft Law through the discussion when it came to its technical solutions. Finally, open issues related to the land administration system governance structure were also highlighted.
