SECOND SEMINAR ON ADDRESS REGISTER HELD UNDER IMPULS PROJECT

As part of the IMPULS Project, the second seminar on address register was held from 30 March – 02 April 2015 in Skopje. This seminar was hosted by the Real Estate Cadastre Agency of the Republic of Macedonia and facilitated by the experts from Lantmäteriet, Urlika Roos and Magnus Linner. The seminar was attended by the representatives of the institutions from the countries participating in the IMPULS Project, namely: Albania, Bosnia and Herzegovina, Montenegro, Croatia, Serbia, Kosovo, and Macedonia. On behalf of the Federal Administration for Geodetic and Real Property Affairs of the FBH (FGA) the seminar was attended by Adelko Krmek and Slaven Markota, members of the working group for establishment of address register under the CILAP Project in the Federation of BH.

The purpose of holding this multi-day seminar was to present a clear picture of the current state of the address system, procedures, rules, and regulations in this field. Information on the model of the existing data and their compliance with the INSPIRE Directive was presented separately. The representatives of the institutions who attended the seminar presented the aforementioned information through the presentations that they had prepared in advance. The FGA's representatives presented the activities implemented in the pilot location under the CILAP Project during which the legal regulation was developed, as well as a modern application for establishment and management of the address register system, with the central database at the FGA. The experts from Lantmäteriet presented during the seminar the Swedish experience with development of the address register, their data model, and some examples of numeration of the house numbers in the rural areas, shopping malls, building complexes, and industrial zones. All participants took an active part in the seminar throughout its duration, expressing their views and solutions since they came from different institutions with different models and needs.

At the end, the conclusion was drawn that such seminars had multiple benefits and were educational, because their participants could learn in one place about the different experiences and solutions applied in the region in terms of address register.
