Report from process design workshop-Component 5 of the CILAP Project

In line with the activities planned under the CILAP Project, the third workshop on process design was held on 17 – 19 June 2014 in Trebinje, addressing the following topics:

• Transaction process analysis and redefinition
• Transaction recording process analysis and definition
• Data processing process definition
• Work plan for the next workshop

The workshop was facilitated by two regional experts, Dušan Mitrović, the Republic of Slovenia, and Marija Rašković, the Republic of Serbia.

This delivered workshop is the eleventh activity under the real estate valuation training subcomponent, which is part of Component 5 of the CILAP Project.

The workshop was opened with the presentations of work done by the working groups designated by the entity-level geodetic authorities (Federal Administration for Geodetic and Real Property Affairs of FBiH and Republic Administration for Geodetic and Real Property Affairs of the Republika Srpska) as part of the activities on the launched pilot projects.

All transactions in the pilot areas were already handed over to the working groups, who also already started processing the transactions. The main objective of the workshop was to review the results of the work done so far by the working groups on collecting the data from the market, analyzing the real estates according to the existing classifications, collecting and analyzing alternative data from the market.

Following the presentations of the work done by the working groups, it was agreed that the sale agreements and the municipal minutes from 2012 and the municipal minutes from 2013 were also to be handed over to the working group from the Federation of Bosnia and Herzegovina. Upon review of the data from 2013 that was handed over to it, it was found that there was a large number of the transactions that were useless for implementation of the pilot project, and, therefore, the decision was taken to proceed as above stated.

The conclusion was also that these works were expected to be completed by September of this current year, and that, in order for the representatives of Federal Administration for Geodetic and Real Property Affairs of FBiH to make their contribution to this segment of the project, their current work load needed to be reduced.
