The Federal Administration for Geodetic and Real Property Affairs of FBH and the Ministry of Justice of FBH held a press conference, presenting the results of implementation of the Real Estate Registration Project in FBH

Following the signature of the Agreement on Joint Implementation of the Activities on Systematic Updating of the Cadastre and Land Registry Property Data of Bosnia and Herzegovina, the Federal Administration for Geodetic and Real Property Affairs of FBH (FGA) and the Ministry of Justice of FBH are in the process of implementing the Real Estate Registration Project in the Federation of Bosnia and Herzegovina. The competent institutions in FBH implemented in this past period very important and demanding activities under this project.

“The Real Estate Registration Project in FBH made progress in accordance with the planned activities and expected results anticipated in the reporting period, all for the benefit of our users, primarily our citizens”, said the FGA Director, Željko Obradović, in a press conference held on Tuesday, 29 September 2015, in the offices of the Cabinet of FBH.

As a result, activities on harmonization of property data between land registry and cadastre were fully completed in seven cadastral municipalities in Gračanica, Posušje, and Tešanj, while implementation of establishment/replacement of land registry is ongoing in the Municipal Courts of Gračanica, Široki Brijeg, and Tešanj.

In seven cadastral municipalities in Bugojno, Goražde, Gradačac, and Mostar, property data harmonization project is being finalized, while third phase is being implemented in nine cadastral municipalities in Velika Kladuša, Cazin, Bihać, and Tomislavgrad. Bidding process is being finalized for fourth phase in Tuzla, Živinice, Lukavac, Orašje, Zenica, Zavidovići, Maglaj, Kakanj, Čapljina, Sarajevo Centar, Novo Sarajevo, and Ilijaš.

„With implementation of a single cadastre software establishment project, the FGA made it possible for the cadastre data of FBH to be merged and presented online. All cadastre data, both graphic and alphanumeric, are stored in a single database, and 70% of these data are in digital form“, particularly highlighted Director Obradović.

“As of the end of this quarter, 99% of land registry in FBH were digitalized. As a result, 1.21 million of land registry folios are recorded in the electronically kept land registry of FBH, of which 31% are based on new cadastral survey”, highlighted Minister Mato Jozić and added that land registry digitalization process was still ongoing in the Municipal Courts of Tuzla and Jajce, where 17,000 land registry folios still remained to be digitalized.

As part of activities on systematic establishment/replacement of land registry, intensive work was done on resolving the cases that were received during the previous quarter in the electronically kept land registry of the Municipal Courts of Tešanj, Široki Brijeg, and Gračanica.

“In this quarter, more cases in the electronically kept land registry in FBH were resolved than received during the quarter under consideration. The result of these successfully implemented activities is reduction of the total number of pending cases from earlier 6% to 5% at the level of FBH”, said Minister Jozić.

Also, activities on establishment/replacement of land registry, which had started during the Land Registration Project, were fully completed in the Municipal Courts of Gradačac, Bugojno, and Čapljina, while they are in their final phase in the Municipality of Zavidovići - Branch Office of Maglaj. Establishment/replacement of land registry is also ongoing in the Municipalities of Travnik andLjubuški.

„A Project Implementation Unit was established within the Federal Administration for Geodetic and Real Property Affairs of FBH and all activities are implemented in accordance with the established plan thanks to trained and quality staff“, highlighted Head of the Unit, Nedžad Pašalić.

It should be noted that special attention was paid to vulnerable groups in implementation of the project, i.e., displaced persons, members of national minorities, socially vulnerable groups, and disabled persons, as well as to their education and raising of their awareness of the Real Estate Registration Project in FBH.

All registrations in the land registers for the cadastral municipalities that are subject to establishment or replacement of land registry under the Real Estate Registration Project will be effected without charging court fees.
