Digital Archive Development

A series of meetings were held in Sarajevo on 12 – 16 May to define and agree the activities on development of the digital archives of Federal Administration for Geodetic and Real Property Affairs of the Federation of Bosnia and Herzegovina (FGA FBiH) and Republic Administration for Geodetic and Real Property Affairs of the Republika Srpska (RGA RS).

Swedish expert Kristina Bwire Lund held meetings during this period with the managements and the members of the working groups established under CILAP Project for development of the digital archives, from both FGA FBiH and RGA RS, and discussed the upcoming activities.

The joint meeting, which was attended by Director Željko Obradović and Assistant Director Nedžad Pašalić, on behalf of FGA FBiH, CILAP Project Coordinator Darko Mišković and CILAP Project Digital Archive Component Leader Velibor Vitor, on behalf of RGA RS, and Anđa Zimić, CILAP Project Director, Helge Osrund, the Norwegian Project Director, and Kristina Bwire Lund, was held on 16 May 2014.

The activities and the time frames for development of the digital archives were fully agreed on and harmonized during the meeting. Engagement of the consultants to work on development of data model and business procedures for the digital archive will be supported under the Norwegian Project. Two models will be developed, for FGA FBiH and RGA RS, which will fully reflect their specificities. Consultant support for supervision and control of the implemented works will be ensured through CILAP Project. A tender procedure will be launched upon completion of this activity to engage a contractor to develop an application for the digital archive. There will be one company that will work on development of the application, while two versions of the application will be developed as a final deliverable, which will be customized to the needs of both administrations. The Norwegian Project will fund the development of the application.

The digital archive pilot projects will be launched and implemented once the application is developed, where all possible consultant support will be provided under CILAP Project to build the capacities of the geodetic administrations in the process of establishment of the modern digital archives. The technical equipment for the development of the digital archive will be ensured under the Norwegian Project and the Real Estate Registration Project that is supported by the World Bank.

All the aforementioned activities will be monitored and closely coordinated by all stakeholders.
