A ceremonial signing of the grant agreement - implementation of CILAP project second phase

In Mostar the ceremonial signing of the grant agreement regarding continuation of the - implementation of CILAP project second phase and Kick Off meeting are held on April 12, 2016 at the premises of hotel Mostar. The organizer of this important event was CILAP project with its project partners Federal Administration for Geodetic and Real Property Affairs of FBiH and the Republic Administration for Geodetic and Real Property Affairs of the Republic Srpska.

At the introductory part of the Ceremony addressing the media is organized, where Mr. Željko Obradović, director of the Federal Administration for Geodetic and Real Property Affairs of FBiH, Mr. Miloš Komljenović, director of the Republic Administration for Geodetic and Real Property Affairs of the Republic Srpska, Mrs. Andja Zimić, director of CILAP project, and Mrs. Marie Bergström, representative of the Swedish Embassy have presented basic information of project implementation and with the expected benefits for Bosnia and Herzegovina from this Project, especially in the reform and improvement of the Land Administration Sector.

Given the great importance of the event, there was a large number of eminent guests namely Mr. Valentin Inzko, High Representative for Bosnia and Herzegovina, Mrs. Anna Vibeke Lilloe, Norway's Ambassador in BiH, Mr. Fadil Novalić, Prime Minister of the Federation of BiH, Mrs. Jelka Miličević, Deputy Prime Minister and Minister of Finance of the Federal Government , Mr. Mato Jozić, Minister of Justice in the Federal Government, Mrs. Edita Đapo, Minister of environment and tourism of the Federal Government, Mrs. Lidija Bradara, the Chairwoman of the House of peoples of the FBiH Parliament, Mr. Edin Mušić, Chairman of the
House of Representatives of the FBiH Parliament, the Ministry of civil Affairs of Bosnia and Herzegovina representatives and many other.

In the opening address, beside directors of the entity Administration for Geodetic and Real Property Affairs, and representatives of the donor - the Swedish Embassy, ​​the participants were also addressed by Mr. Zlatko Horvat, secretary of the Ministry of Civil Affairs, Mr. Mato Jozić, Minister of Justice in the Federal Government and Mr. Fadil Novalić, Prime Minister of the Federation of BiH. Prime Minister of the Federal Government in its presentation stated that today, the reform of the land administration sector in the Federation of BiH is on the right track and has created the conditions for the implementation of an efficient system of real estate registration. The unique information systems of cadastre and land registry have been completed, and work on the harmonization of cadastre and land registry data is ongoing process. The Prime Minister also said that experience shows that countries that have implemented land administration IT systems, in a short time take a step between funding from the state budget to self-financing, which is certainly an important fact for the countries in transition, so in that context the projects like this are very important. Mr. Novali confirmed the exceptional importance of reform process sustainability, and CILAP project enables that through the introduction of new electronic services for cadastre, digital archive, sales price register, the address register and modern geodetic reference systems.

On this occasion the grant agreement regarding continuation of support for the development of land administration sector in Bosnia and Herzegovina through implementation of the second phase of the project "Capacity building for improving Land Administration and procedures in BiH" - CILAP was signed between Mr. Željko Obradović, director of the Federal Administration for Geodetic and Real Property Affairs of FBiH, Mr. Miloš Komljenović, director of the Republic Administration for Geodetic and Real Property Affairs of the Republic Srpska and Mrs. Marie Bergström, representative of the Swedish Embassy.

Through approval of continuation of the second phase of the project "Capacity building for improving Land Administration and procedures in Bosnia and Herzegovina” the Government of Sweden, through the Agency for International Development Cooperation (SIDA) in this way officially continued with support to the development of Land Administration Sector in Bosnia and Herzegovina. It is anticipated that the second phase of the Project runs from April 1st, 2016 until December 31st 2019 with an estimated value of 30 million Swedish kronor.

In addition to the grant agreement, on this occasion a partnership agreement between Federal Administration for Geodetic and Real Property Affairs of FBiH, the Republic Administration for Geodetic and Real Property Affairs of the Republic Srpska and the Swedish Mapping, Cadastre and. Land Registration Authority – Lantmäteriet was also signed.

During the working part of kick-off meeting the guests had the opportunity to see presentations on the achievements during the Project first phase and planned activities of the second phasePresentations were given by Mrs. Andja Zimić, the director of the CILAP project and project coordinators Mr. Denis Tabučić and Mr. Srđan Radulj.

Project objectives for the second phase of the project - CILAP 2 remain unchanged. The project contributes to the expected long-term impact:

- By efficient land administration contribute to economic and social development, sustainable market and usage of real estates, and BH accession to EU.

It is expected that focus on capacity development will lead to sustainable change and practice with the project partners of the Federal Administration for Geodetic and Real Property Affairs of FBiH and the Republic Administration for Geodetic and Real Property Affairs of the Republic Srpska.

The capacity development focus of the project is expected to lead to sustainable changes in practices among the project partners the Federal Administration for Geodetic and Real Property Affairs of FBiH and the Republic Administration for Geodetic and Real Property Affairs of the Republic Srpska.

The project main goal is:

-          Make the Land Administration system more efficient, secure and reliable.

In order to reach the project goal, a process of identification of the key components that need to be in place for the GA to operate more efficiently, secure and reliable was undertaken as part of the original project design. It resulted in a prioritisation of strategic project components. The next phase will continue with the same structure as the ongoing project with slight changes regarding first two components which will be merged into one component. CILAP April 2016 - December 2019 will contain six (6) components:

  1. Support to the strengthening of land administration organizations, development of human resources, relevant legal framework and project management
  2. Support to the Establishment of Address register,
  3. Support to the Establishment of Sales Price Register,
  4. Support to the Development of Geodetic Infrastructure,
  5. Support to the Development of ICT and Geoinformatic’s system,
  6. Support to the Establishment of digital archive, its integration in the business processes and usage in daily operations,
