Digital Enhancement of Land Management for the European Future of Bosnia and Herzegovina (DELEF)

The Government of the Kingdom of Sweden, through the Swedish Mapping, Cadastral and Land Registration Authority Lantmäteriet, has been helping the Western Balkans region countries in the process of reforming and improving the land administration sector for many years. Through the previously successfully implemented CILAP project (“Capacity Building for Improvement of Land Administration and Procedures in Bosnia and Herzegovina), the Swedish International Development Cooperation Agency (SIDA) secured a Grant of approximately 6.5 million Euros on behalf of the Kingdom of Sweden Government, and the capacity building was carried out in the Federal Geodetic Administration (FGA) and Republic Geodetic Authority (RGA) in the implementation period from 2016 to 2022.

Responding to requests for continued assistance, the Swedish International Development Cooperation Agency approved a project proposal for the implementation of the Digital Enhancement of Land Management for the European Future of Bosnia and Herzegovina (DELEF), and expressed through Grant Arrangement between The Swedish International Development Cooperation Agency and Lantmäteriet, SIDA Contribution No. 16037.

The four main areas for support are:

  1. Overall Capacity Development,
  2. Mass valuation,
  3. Spatial Data Infrastructure (SDI) and
  4. Geodetic Infrastructure.

The project purpose is overall capacity development of the project partners and thus a contribution to their transformation into modern, technologically developed, reliable and efficient public administration bodies. Administrations that collect information for which they are responsible ensure easy availability and transparency for all users in Bosnia and Herzegovina. To ensure capacity development and achieve sustainable change, the project will focus on efficient learning and tangible results.

A total Grant of SEK 44 million was awarded for the project implementation, which includes all costs of the Lantmäteriet, which is in charge of implementation. The Project will be carried out during the period from the 1st August 2023 to the 31st July 2028 (the Activity Period).

The cooperation project includes three parties which are;

-          Lantmäteriet, the Swedish Mapping, Cadastral and Land Registration Authority

-          Republic Authority for Geodetic and Property Legal Affairs (GARS) of the Republic of Srpska

-          Federal Administration for Geodetic and Real Property Affairs in the Federation of Bosnia and Herzegovina (FGA)

Parties have entered into the agreement on a cooperation project, which is based on funding by SIDA, the Swedish International Development Agency, and expressed through “Grant Arrangement between The Swedish International Development Cooperation Agency, SIDA and Lantmäteriet”, signed by Sida and Lantmäteriet on 24.07.2023, and on 14.08.2023, respectively.
