General Information

Additional Financing for the Real Estate Registration Project

The legal basis for implementation of the Additional Financing for the Real Estate Registration Project (RERP AF) is as follows:

  • Declaration of Effectiveness, Bosnia and Herzegovina: Loan Number 9048-BA, Additional Financing for the Real Estate Registration Project, issued by the World Bank on December 17, 2020;
  • Decision on Ratification of the Loan Agreement Number 9048-BA (Additional Financing for the Real Estate Registration Project) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, published in the BiH Official Gazette-International Agreements no. 19, on December 15, 2020;
  • Project Agreement signed between the International Bank for Reconstruction and Development and the Federation of the Bosnia and Herzegovina, dated December 10, 2020, for the Additional Financing for the Real Estate Registration Project, which regulates execution of the Federation BiHs part of the RERP AF;
  • Subsidiary Agreement between the Bosnia and Herzegovina and the Federation of Bosnia and Herzegovina, pursuant to which the Recipient shall make part of the proceeds of the credit available to the Federation (“the Federation Subsidiary Agreement”), under terms and conditions approved by the Association, dated December 14, 2020;
  • Decree on the method and criteria for the preparation, development and monitoring the implementation of the Public Investment Programs ("Official Gazette of the Federation of BiH", No. 106/14 and 27/19);
  • Rulebook on internal organization of the Federal Administration for Geodetic and Real Property Affairs number 01-34-5-1380/19, on which the Government of the Federation of Bosnia and Herzegovina has passed the Decision on giving consent Number V 1167/2019 on October 17, 2019.

The RERP AF in the Federation of Bosnia and Herzegovina is managed by the Federal Administration for Geodetic and Real Property Affairs. Institutional framework consists of the Director of the Federal Administration for Geodetic and Real Property Affairs, Sector for management of projects from the Public Investment Program and the Project Implementation Unit.

The RERP AF Implementation Unit operates within the Sector for management of projects from the Public Investment Program and reports to the Assistant Director for management of projects from the Public Investment Program. The PIU consists of civil servants and contracted specialists with professional background necessary for successful implementation of the RERP AF activities. The Project Implementation Unit provides day-to-day operational and technical support to the Sector regarding the implementation of the RERP AF.

The Project Development Objective of the Additional Financing for the Real Estate Registration Project

The project development objective of the Additional Financing for the Real Estate Registration Project is to support development of a sustainable real estate registration system with harmonized land register and cadastre records in urban areas of both the Federation of Bosnia and Herzegovina and the Republika of Srpska. Real estate registers (land registers and cadastres) provide base information layers for land administration and for the establishment of a National Spatial Data Infrastructure. They are considered harmonized when their contents are interlinked and verified.

The RERP AF capitalizes on the successful implementation arrangements established under the parent project RERP and maintains the momentum of the results achieved to-date. It is designed to scale up strategic investments for the sector that need to be expedited but cannot be financed through regular budget and are not covered by other development partners.

Project Outline of the Additional Financing for the Real Estate Registration Project

The RERP AF responds to a need for scaling up the activities that were successfully implemented under the parent project RERP. It will allow the implementing agencies to scale up investments in the development of a sustainable real estate registration system with harmonized land register and cadastre records. This will be done through additional investments in data harmonization, civil works, IT, policy support, and institutional development. The RERP AF will also contribute to the sector' readiness for future investments through additional investment in policy support and institutional development.

The Additional Financing for the Real Estate Registration Project has three components, as follows:

Component A - Real Estate Registration Data Development

Component B - Real Estate Registration Infrastructure Development

Component C - Policy and Institutional Development, and Project Management

 

Component A - Real Estate Registration Data Development

Supporting land register and cadastre data harmonization on land, buildings and rights based on the actual situation in the field, including (i) vulnerability mapping, social monitoring and public awareness campaigns to support registration of real estate rights and vectorization of graphical cadastral maps; (ii) establishing cadastre data for harmonization with land register data in the Federation, and carrying out of said harmonization; (iii) vectorizing and creating a cadastral database; and (iv) establishing and implementing quality control arrangements established for data harmonization.

Real estate registration data development will encourage and support land register and cadastre data harmonization on land, buildings and rights based on the actual situation in the field. The objective remains to establish up-to-date and interlinked land register and cadastre databases in the Federation of BiH, a process referred to as Data Harmonization. This subcomponent will also further extend the coverage of digital cadastral maps in BiH.

The component will ensure equal treatment of all citizens regardless of their gender, ethnicity or social status by accompanying technical field work with raising public awareness, vulnerability mapping and social monitoring functions.

 

Component B - Real Estate Registration Infrastructure Development

Improving working conditions and infrastructure in cadastre and land registration offices through, inter alia: (i) office renovations and modernization and procurement of an adequate vehicles; (ii) development and implementation of an information and communication technology (ICT) strategy and system, including an ICT strategic management structure; and (iii) provision of furniture and equipment.

Real estate registration infrastructure development will complement the investments made under the parent Project to further improve working conditions in the land administration sector through the renovation of offices, provision of furniture and equipment, creation of digital archives, acquisition of a vehicle and surveying equipment, the strengthening of the implementing agencies’ IT management capacity, and improvement to the existing IT systems.

The component will support the establishing of the IT Strategic Management Structure and further IT development and provision of e-services for land administration sector. Further improvement of the working conditions will lead to improvement of the quality of customer services and service standards in land administration sector.

Component C - Policy and Institutional Development, and Project Management

Supporting policy and institutional development in the sustainability and governance of real estate registers and supporting Project management and monitoring through the provision of technical assistance, Training, Incremental Operating Costs and equipment.

Policy and Institutional Development, and Project Management will continue to provide policy, legislative, organizational and operational support to create an environment in which the Project Development Objective can be achieved and the Project results can be sustained. Long term strategies and business plans will be updated and training and education program that target the land administration employees across the sector will continue.

The Component C also includes necessary project management and monitoring support. It will also support the execution of additional Public Awareness Campaign and additional Survey of satisfaction of users of land administration services as well as the follow up of the Project Impact Evaluation technique aiming to assess how citizens benefit from the real estate registration programs.
